Job Summary:
This position serves as a member of the Financial Services administrative team. This position assists in preparation of the Comprehensive Annual Financial Report (CAFR) and various other financial statements, records, and reports. This position assists in planning, organizing, preparing, and maintaining accounting records for the general ledger accounting system. This position assists in the implementation of governmental accounting standards and advises agencies on financial matters as required. This position assists in the training of School Division staff on accounting policies, procedures, and automated systems; prepares complicated accounting entries, analyses, and reconciliations; and assists with the annual audit of the schools by its external auditors. This position writes and implements new business practices and procedures for the implementation and maintenance of Advantage Financial/HR; and maintains and recommends enhancements to the automated accounting and payroll systems.
Essential Responsibilities Specific to this Job:
- Prepares complex financial data necessary for preparation of School Division's CAFR, the Annual School Report, etc.
- Assists with implementation of governmental accounting standards
- Monitors and assist in oversight of various school funds
- Assists in writing accounting policies and procedures and training of such of School Division staff
- Analyzes and reconcile general ledger accounts
- Works with Purchasing, Payroll, and Budget offices as necessary
- Writes financial reports as needed using complex automated reporting tools
- Assists in internal and external audits as required
Requirements
Knowledge, Skills, Abilities, and Behaviors:
- Thorough knowledge of the theory, principles, methods, and practices of governmental accounting and budgeting
- Thorough knowledge of automated government finance systems
- Thorough knowledge of the laws, ordinances, and regulations governing municipal financial matters
- Ability to maintain, analyze, and prepare complex accounting entries, financial reports, and records
- Ability to monitor, analyze, and evaluate complex financial systems
- Ability to compile complex financial statements and supporting notes and schedules
- Ability to use automated reporting tools to write reports necessary in the operation of the accounting/finance functions within the School Division
- Ability to establish and maintain effective working relationships with administrators and staff
- Ability to communicate effectively technical ideas
- Ability to use and learn new and complex software for reporting, publishing, and other uses required
- Possess high level of skills in computer operations and pertinent software applications; i.e., MS Office, Crystal reports, databases, etc.
- Maintain position control to ensure that personnel expenditures are within the limits of the approved budget
- Seek revenue to support expanded recruitment practices
- Monitor all funding allocated to recruitment
Qualifications:
Minimum of a bachelor's degree in accounting or business administration. Five years' experience in general ledger, financial and governmental fund accounting with three years in complex automated accounting systems. CPA or CPFO preferred.
